The Horizon Parking appeal service, and why it exists

Horizon Parking enforces car parks with Horizon Parking ANPR cameras, its own terms and its own appeal route, all different from a council ticket. This service was built for that specific problem.

Why this service exists

A Horizon notice is a private contract claim, not a fine

Horizon Parking operates supermarket car parks, retail parks, hotel car parks and residential developments under contract with the landowner. The charge on the notice is a claim for breach of the parking terms displayed at that site. It is not a penalty issued under statute, and the routes available to challenge it are not the ones that apply to a council Penalty Charge Notice.

That distinction decides everything that follows. It determines whether keeper liability was properly established, whether the operator's photographs support the allegation actually made, whether the signage communicated the terms at the entrance and at the bay, and which appeal body can hear the case after Horizon Parking issues its own decision.

Most motorists lose the first appeal not because the charge was fair, but because the response argued the wrong thing. A generic template written for any operator cannot address a Horizon Parking ANPR timing record or a specific site's signage layout.

What we see in these cases

What we see in Horizon Parking cases

Entry and exit camera timings recorded as the total period on site rather than the period actually parked. Notices where the event date, the issue date and the delivery method do not line up with the deadlines the notice itself relies on. Payment and permit evidence that the motorist has but did not know was relevant.

These are the points that decide a Horizon appeal, and they only surface when your notice is read alongside what happened at the site.
