The amounts and the 14-day discount

The standard Horizon Parking charge is £100, reduced to £60 if paid within 14 days of the notice. At Tesco sites it is £70, reduced to £40. After 14 days the full amount applies, and after 28 days an unpaid charge starts moving towards reminders and debt recovery, where a £70 collection fee is commonly added.

Why the payment decision comes after assessment

Appeal within the 14-day window and Horizon Parking holds the amount at the rate that applied when the appeal was received. If Horizon Parking cancels the charge, the case ends. If Horizon Parking rejects an appeal made within 28 days, the discounted rate is held for a further 14 days from the rejection, so you can still pay £60 during that window.

Parking Mate UK assesses your Horizon Parking Charge Notice to identify a keying error, POFA timing failure, grace-period issue or signage problem before preparing the £9.99 appeal.

Assess the Notice Before You Pay

Upload the front and back of the Horizon Parking Charge Notice. Parking Mate UK identifies the relevant grounds and prepares the £9.99 appeal, while an in-time appeal preserves the applicable discounted rate during Horizon Parking's decision.

When paying makes sense

Paying is the right call in two situations. First, when the notice has been checked and holds up: the terms were clear, the breach happened, and no compliance ground exists. Pay inside a discount window and close the case.

Second, after a lost POPLA appeal. At that point the independent stage has been used, a Court Claim is the operator's only remaining route, and settling is usually the sensible end unless the defence is strong.

One thing to know before paying: payment ends your right to appeal immediately. Decide first, pay second.

How to pay Horizon Parking

  • Online: through the payment section of horizonparking.co.uk, using the PCN reference and vehicle registration
  • Phone: Horizon Parking's payment line, 01245 392289
  • Post: cheque to Horizon Parking Ltd, Finitor House, 2 Hanbury Road, Chelmsford, CM1 3AE, with the PCN reference written on the back
  • Keep the confirmation or receipt whichever route you use

If the appeal is rejected

Two clear options remain. Pay the frozen discounted rate within 14 days of the rejection and close the case, or submit a POPLA Appeal within 28 days. POPLA does not charge the motorist, but a POPLA loss means the full amount remains due, with at least 28 days to pay. Parking Mate UK assesses the Horizon Parking Appeal Rejection and identifies the relevant POPLA grounds before preparing the submission.

What happens if you neither pay nor appeal

Silence is the expensive path: a reminder, then a Debt Recovery Plus demand around £170, then possibly a Letter Before Claim with a 30-day court deadline. Every stage has a response service, but the appeal stage is the cheapest place to win: £9.99 against £60 now or £170 later.
